The Compassionate Cities and the UU Church are connecting with me. I have wanted to volunteer and be part of the community of goodwill for a very long time. I didn't look into the CC until today. I would have picked that over Moral Mondays and I am converting. My involvement into the UU/CC is a conflict for some and I want to work on that. Starting with sharing how City Hall is actually abusive to many residents in their path of visions and greed. This isn't because of me. I am the first one to take them on and hold on. They tried and tried to send me to attorney and insurance land where I would be lost and broke for good. I didn't take their bait. I keep coming back and coming back. I'm all for peaceful saving of Belfast. Bring it on Minister, I will follow and help. I make good signs. I have protested peacefully for 4 years under great duress.
I had fun in your kitchen on Thanksgiving. I had sent an email to ask if I could help and received a yes. When I walked in the door, I knew I made a mistake. I had thought I was coming to feed the homeless and poor. I did not know it was a sit down for the congregation. I wanted to leave but a woman in a wheel chair was by the door and began chatting away to me. She was so kind. Now, I wanted to stay and maybe make some friends. It was awkward for awhile until I got to peel potato's. and Marshall got me going.Then we were done, and soon people would be coming. I went to the hallway, started looking at the pictures on the wall and Roger was a member, the treasurer, his picture on the wall and I thought I was going to drop dead. I had to get out of here. Roger may be walking through the door any minute. Then the realization that these people I was having so much fun with may know me. They may think I came here to spite Roger. The tears were coming. I couldn't tell them why I had to leave. I just said I have to leave. they must have thought I was some nut job.
I went home and shared peanut butter and jelly sandwiches with doggies, Stewie and Gordon.My children were in NJ. That is just the way my life rolls. Home is sanctuary. I was happy to be home. No one can hurt us here- except the City's forced water.
Tuesday's meeting was quite the poo poo platter. It had everything. Nice job, Minister Perkins handling Mary Mortier's condescending tone. It made my skin crawl seeing Councilor's Hurley and Hamilton so threatened by a Compassion Resolution that they can't control. Abstaining and voting against a mission for compassion and peace.
Mayor Ash was stumbling and wrong. The City Manager was ready to sell of those tax properties. Roger stopped it. Hurley had just read that letter too.
Forcing real estate agents to deceive and not disclose to unload these City damaged properties. Including the property inspectors. I never would have bought this property if the stream was disclosed, if any water issues were disclosed. I asked verbally and in writing and had the property inspection. No stream, no water issues, no banking issues, no flood zone disclosed because I paid cash. Maine Real Estate Commission dismissed my complaint even though other listings on Seaview Terrace with "stream" property disclosed a stream. Merrill's at 27 Seaview Terrace disclosed the stream when they put it up for sale in 2012. Mary Mortier, my council and a real estate agent won't give me a copy of that listing. The Commission won't give me the copy. No real estate agents will give me that copy. Maine is 4th in corruption. DEP Aho- corrupt. All those that enable and look the other way- make them just as corrupt. Governor, Attorney General, Senator Thibodeau, Erin Herbig... I reached out to all.

I tried for 8 months, to get an investigation prior to going public on 11/1/11. I made that map in November 2011 and presented it. I gave you all a packet of 21 pages including the map and pictures with water flowing through each culvert, mapping it's way down to me. I invited all of you again and again to come to my house, see the destruction, tour the paths I mapped. Bob Whiteley, City Tax Assessor is the only one who came. He was shocked at the severity and the range. The water was cruising all the way down- there was no way to hide it or deny it.
He saw that it was not a natural outlet. He knew my neighbor Becky Gibbons (his wife is a school mate of Becky's) and she came out and spoke to us. She told Bob that this stream had been moved in the 70's. She told him, like she told City Planner Wayne Marshall in the street sham meeting in August, that in 2009, that huge culvert (4 ft in diameter) next to her house overflowed violently. Almost taking her car away, wiping out her yard, leaving a huge gully. Joe Slocum said it could have taken her house off it's foundation. I wasn't here yet, but it must have wiped my back yard out. It was on the market even then. Slocum wrote in one email that my "predecessor's" altered that area. I bet they had to fill it and make it look like a drainage ditch, just like the ones on both sides of my house. Drainage ditches for my property only.
Slocum and Marshall lied again and again trying to make that drainage ditch a 100 year old natural stream. The boulders are piled up on the opposing side. You refused to come see it so you could keep denying it. I told you all that City Hall was with holding the original development plans and information on Seaview Terrace and the Captain Albert Stevens School. Those documents prove the corruption. City Hall is "foolish" to make me go to such great lengths trying to save my home and neighborhood. I have a hands on master's degree in City Hall mostly Planning corruption. You, as a past planning board member are aware. You have refused to assist me. Until now. I accept, I forgive, lets make things right.
Seaview Terrace can go under any day. Subjecting us to delay after 50 years of providing free sewer runoff for an enormous section of developed Belfast where City Hall has done everything to destroy us is wrong. I campaigned for 2 years to get us into the Northport Ave TIF via the Annex to open up funding for infrastructure. You voted me down and voted it to the downtown. I contacted EMA to get us into a mitigation plan, you brought in Dale Rowley director of EMA to speak. I spoke, giving the information again at open to the public, Mayor Ash was trying to stop me from speaking. Telling me to get an attorney. Then when Dale gave his presentation, none of you asked about mitigating Seaview Terrace, nothing about flooding, nothing. Hurley chit chat on the new building and radio's. A disgrace. Dale is an engineer and HE told me my map was good.
And Hurley is manipulating what I said to pit more neighbors against me. He is the epitome of The Hunger Games as The Flooding Games. Hurley- "to send HER water at other people's" I did not say that and it is not MY water it is the City's water- runoff is an infrastructure responsibility 101 with our property tax dollars. Per Maine Municipal Association. I said to channel it to City maintained property. The bypass/exit area by Janis Stone interiors is City maintained property. Hurley says the flow is low, so it can certainly handle it. Unless of course, Hurley is lying to save money for his downtown. Wayne Marshall stated in his Comprehensive Plan- the goal is get rid of housing in this healthcare area.
I quickly proved the rezoning of Seaview Terrace to R3 was illegal and it was rescinded. But the rest of the plan remains. Taken from Marshall's summary for R3.
"While the Hospital is the primary use, housing remains a significant type of development in the area. Sea View Terrace is a long established urban neighborhood, and single-family residential housing remains the predominant use on Wight Street. Publicly supported housing, such as Penobscot Terrace, Coastal Enterprises, and Huntress Gardens, also is located in this area. While the City believes much of the current housing will remain, in the longer term, more of the current single family houses likely will be converted into professional offices, and some of the limited amount of available land may similarly be used for offices. The City believes it is appropriate to allow new housing in the area, and there is a limited amount of land along Wight Street to accommodate such, but it wants current and future residents in this area to recognize that a health care office or facility likely could become their neighbor."
For years I came to meeting after meeting, request after request telling you Wayne Marshall was with holding public documents- giving full files and claiming they were in there. I was too stupid to know what I was looking at. You flat out refused to validate receipt of true documents. Stating "I do not validate documents" Wayne removed every storm water document, engineers reports. abutters communications, DEP. Army Corp- volumes of information from the CASS files prior to my counterside inspection of 4 huge files, 4 hours of grueling stressful page by page, waste of my life. The "boys club" Slocum, Marshall, and Rosenburg, smirking and making me sick. I came back the next day. Wayne was out of the office. I asked the secretary, Marie, to see the files again, and voila, Wayne put all those crucial documents back in. There were so many, it was overwhelming. I broke down in tears at the evil corruption and torture of it all. Marie was at a loss. I panicked that Wayne would walk back in, I yanked out the planning boards Conditions of Approval, and a few other's. I begged Marie for copies on the spot. She did it.
I knew these conditions were not met, and so did you. For 2 years, request after request for this impact study and engineer's inspection approval. All of you took the 5th and Slocum refused to respond. Until statutes ran out- he said 11.1 and 11.3 were not done. CASS was built in corruption of compliance because those conditions would have stopped the illegal forced water slaughter to water shed residents. My property gets 100 fold of this after you add in all the other sites and highway coming to me. You did nothing. Now residents are going to pick up the tab for another shady engineer investigation that will buy more time to have the big one take us out. And that tainted report will also go into Wayne's abyss.

We need a on the City books City Engineer full time for accountability like Belfast USED to have. And to put the final approved site plans back into the Deeded Public Registry where they were free to public access at any time like the USED to be, until Wayne Marshall came on board and stopped the public access. Hello corruption.
Anyone with eyes can see that all this water forced to Seaview Terrace is illegal. We are NOT a natural outlet. The City has no right, no rights of ways, no easements, we are flood plain, flood zone that you are ethically bound to divert water from and protect residents. This was sent to you in March 2013, a year of requesting zoning conditions on all these sites illegally stock piling snow, melting to us and wiping us out. Never to be fulfilled. Chief McFadden didn't believe me when I filed complaints that the Annex and CASS were in violation of code. I was at the Annex site when Planning Member Diane Beck asked Mike Hogan what he was doing with plow-able snow. He said taking it offsite of course. That is how I knew and then saw it wasn't enforced. Then I knew why Seaview Terrace got wiped out in 2009 and 2011. The Chief was able to get access to those zoning conditions. He confirmed I was right. Slocum later threw him under the bus, saying the school is following THEIR maintenance plans. And you accepted that.

I did some research, first the Zoning Conditions of Approval document indicates that the CASS school is responsible for snow removal. Any potential violations of this document would be a zoning issue handled by the board or by the code enforcement office. We as Police would have no authority over this issue unless a state law or local ordinance was violated. There are no state laws or ordinances enforceable by the Police Department which would prohibit the school from removing snow from the parking lots or events/sporting fields in the manner in which they are currently doing it. Per Local Ordinance, the Code Enforcement Officer is not issuing violations that are flooding our floodplain, flood zone neighborhood of Seaview Terrace. We have confirmed the CASS and Annex are in violation and the other sites need confirmation so that police power may protect the flood plain as our local ordinance dictates.
Drainage. Adequate provision shall be made for stormwater, with particular concern for the effects of any effluent draining from the site. Erosion resulting from any improvements on the site shall be prevented by landscaping or other means (see sections 102-1123 and 102-1124 and chapter 98).
j.Snow removal. The plan shall provide for storage of snow accumulation or removal from the site.
Floodplain and floodprone area mean any land area susceptible to being inundated by water from any source (see definition of "flood" and "flooding").
Floodplain management means the operation of an overall program of corrective and preventive measures for reducing flood damage, including but not limited to emergency preparedness plans, flood control works, and floodplain management regulations.
Floodplain management regulations means zoning ordinances, subdivision regulations, building codes, health regulations, special purpose ordinances, such as a floodplain ordinance, grading ordinance, and erosion control ordinance, and other applications of police power. The term describes such state or local regulations, or any combination thereof, which provide standards for the purpose of flood damage prevention and reduction.
Belfast Ordinance (it is certainly is polluted on top of not being a natural outlet- Rte 1 runoff- may even be coming from the airport, huge roof tops, parking lots- maybe the EPA will help)
Stormwater and all other unpolluted drainage may be discharged to such sewers as are specifically designated as storm sewers, or to a natural outlet approved by the city. Industrial cooling water or unpolluted process waters may be discharged, on approval of the city, to a storm sewer or natural outlet, if in accordance with regulations of the state department of environmental protection.

Per 1987 investigation by Belfast City Engineer, Neil Finlayson of Seaview Terrace flooding:
"3. Dr. Caswell has mentioned that after heavy rains the brook can flood and create problems for all owners whose lots back up to it. He suggests that the City clean it out to reduce this tendency. I have a feeling that this brook is NOTHING MORE THAN A DRAINAGE DITCH PUT IN BY THE DEVELOPER OF THE TRACT. "

And finally the 1939 map- quad 40- farmhouse still standing on the corner of Norhport Ave and Seaview Terrace. No stream. The ditch running through there in later pictures were man made. Perhaps to handle runoff from the airport? Planning for the bypass runoff.

I came close to crying when I spoke about dancing with the director of Our Town Belfast- Breanna Bebb. She is so sweet and we are at opposite ends of City Hall- Downtown vs Resident- she gets kissed and I get kicked. It breaks my heart. I thought when I came to Belfast in 2010, that my new life of helping and volunteering would soon heal the very abuse I crawled away from in NJ. Corrupt real estate agents and hidden resident destruction by Belfast City Hall snatch the basic rights of anyone in their path of their agenda. Click 7 Communications where City Manager Joe Slocum callously and childishly states he has not decided if he will pave Seaview Terrace properly. All the money and employee hours he has wasted in these 4 years in attempting to cover up the impossible- the visible water slaughter, could have corrected the entire disaster forced on us.

representative body. It’s just what it says it is: a meeting in
which participation is the right and responsibility of every voter.
Some say Town Meeting is the “purest form of democracy” because
citizens, not their representatives, participate directly in the

is not happening in Belfast City Hall.
Moral
Mondays in Belfast can make all accountable. Many
residents gave up. Who wants to ruin their lives by challenging the
Belfast
City Hall?
The few that do, never get resolution, mostly
because of corrupt Planning.
The
rights of residents, and their private property are denied. The
students are denied by the same system. Both systems burn through
money without accountability and we are in a mess. It will get worse
as the hidden agenda's and ordinances unfold through the small print
and manipulation of the soon to be voted in Comprehensive Plan.
Forming
independent committee's to serve as checks and balances for spending
and agenda's is easy and immediate. The first committee should be to
dissect that Comprehensive Plan before
it gets voted in. Then to validate the plan presented to Council the
day of the vote is exactly the same as the plan dissected. Notarized
by City Planner Wayne Marshall, City Manager Joe Slocum and City
Council. (This may seem extreme but they corrupt approvals and documents, then lock them away in the Planning office- never to be given to the pubic for viewing)
Also
needed immediately is a school committee with students on the
committee. Dissecting the recent accounting from Charles
Lawton of Planning Decisions, Inc.
In 2 years, the only thing accomplished is a huge bonfire of taxpayer
dollars and the big mistake to let the Edna Drinkwater School slip
away. Prior Superintendent Mailloux advised that we need them, yet
they may flee because
of the incompetent in charge. (I wanted to talk about Searsport and Stockton Springs but I didn't have time.)
Please
come to the Belfast City Park Pavilion at 6pm every Monday starting
August 11. The more people that care and lend support, the more we
can get done for students and residents. People with experience for
the needs, such as past committee members, teachers, school board,
students, planners, accountants, and the like would be a huge help. I
will do what ever is needed of me. The

Look at the layers of deception added since City Planner, Wayne Marshall came in 1999? I've only been here since 2010 and, no doubt, I am missing many more.
1.Public access to site plans always available at the Waldo County Deeded Registry are stopped. Marshall locks his plans in his office and so begins the corruption of vital site plan public documents.
2. Outsourcing of City engineer to the flavor of the corruption (previously Belfast had their own accountable engineer)
3. Committee's and committee's to deflect, organizational/board support to confuse and give false impressions. NEW- Economic Restructuring Committee???
City Council, City Manager, City Planner, Code Officer- all the players- take the 5th when caught and berate the residents that call them out.

Moral Mondays in Belfast can be whatever we want it to be. We set the doctrine. Police guards have been brought to the City Council meetings by City Manager Joe Slocum specifically to intimidate me, I have been "obedient". Mayor Ash however, was not obedient. Cutting me off as I tried to speak at open the public. He mandates a 3 minute rule on ONLY me, and this time I didn't even get 3 minutes. The owners and president of the Front Street Shipyard were there. We both began seeking assistance from City Hall at the same time in 2011. The Front Street Shipyard was up in 6 months and I am still begging for a stinking sewer. This meeting, Mayor Ash is signaling to the Chief of Police, Mike McFadden to take me out when I tried to finish speaking. The Chief orders an officer to follow me out, another tactic. Like I'm the threat. Officer Ward and the Chief having 2 "conversations" with me attempting to shame me as mother for standing up to the man, again and again. Standing Up Always and Until.
Many residents gave up. Who wants to ruin their lives by challenging the Wall? The few that do, never get resolution. If Happy Hurley is not feeling happy he'll verbally attack and admonish those that do speak up. The stress is awful, you dread going... They'll act like big wigs for small requests and self promote, granting a pittance of our tax dollars for some want. The needs are denied. Moral Mondays can MAKE them do it. I write a lot about my experience because I have been the only one who has the hung in there for 4 years, protesting, attending meeting after meeting. posting everywhere, contacting every branch of Maine State government. chasing down the dignitaries.. I have been relentless and true regardless of their intimidation and alienation tactics. The first couple of years, it was all I could do to get through each day. I'm seasoned now. They would be very afraid of independent committee's and they would not get away with the corruption anymore.
Just in time. You won't have to do too much. I know their ways. We can cut the chase completely. Get immediate action and accountability. Only if we have many residents willing to save Belfast, their homes, and checks and balances of the spending of our tax dollars. Get the needs underway. They have been out of control spending on wants and huge planning incompetence for the residents. They could care less about the residents and don't hide it either.
In Belfast, Moral Mondays will be an open forum for residents concerns and action. As the comprehensive plan unfolds, hidden ordinances may become a threat to residents. Many City Hall agenda's are for business and recreation regardless of residents needs. Cost projections for capital projects are always under estimated- in the last meeting the downtown revitalization project estimated at 100k is now close to 1 million. Underestimated to get Council Approval and lock us in via grants. It is constant. "Unforeseen" additions that they absolutely foresaw but manipulated to get approval and keep residents dumb downed. On and on...

ME- I don't know where Ben is getting the 650k cost estimate. Oh- I get it- 500k grant and City matching 150k. At the time it was presented to Council to gain approval for the 500k grant application- the estimate was 100K and stated so by Marshall in this meeting- link below. They never challenge, they accept what they are told and print it. By doing this, the public becomes conditioned to accept responses that do not answer the question. It is so clear to see in the meetings. City Planner Wayne Marshall has been allowed to control all documents and attempts to control conversation since 1999. Meeting after meeting he is presenting, spinning, avoiding, controlling, weaving the public along and City Council doesn't challenge him, City Manager Joe Slocum acts as the bouncer- further protecting the scam by adding more line and time. Then Councilor Happy Hurley has his part. Depending on the corruption exposure of the day, Happy Hurley may speak in disdain at the act but it is part of the conditioning. The public believes Happy Hurley would take actions against the act but Happy Hurley does not. It is effective, the public accepts the bait and enables the corruption. Believing that if Happy Hurley couldn't help, then it's over. After all, as stated on the City website, City Council and the Mayor have taken an oath, to "represent" the people. A disgraceful joke.

In this instance, Councilor Nancy Hamilton (wife of the Planning Board Chair and totally unethical and I would think illegal as she is a sure vote and supporter for Planning) lightly questions the disparity. Oh come on, Then bouncer Slocum hops in- blaming delays due to residents and easements- intentional poor planning again. Get the grant commitment than hold the resident's butt to the fire. First should have been permission from the residents or the deal is dead. Note that Economic Director, Thomas or any of them presenting grants applications for projects that residents may not want, wait to do so until the grant deadline is a week away. Of course they have known about it for months. But wait... to screw the resident.

BELFAST — Three bids received by the city for the planned Downtown Revitalization project came in much higher than officials anticipated.
City Planner Wayne Marshall briefed councilors on the status of the Downtown Revitalization project during a meeting Tuesday, July 15. The three bids the city received came in at $867,716, $1,162,210 and $1,203,15.
Those amounts were significantly higher than the $650,000 cost estimate that was prepared by the city's engineering firm Sebago Technics.
The purpose of the Downtown Revitalization project is to rebuild Cross Street between Main and Spring Streets, create additional parking and enhance the infrastructure above and below the ground to encourage redevelopment in the area.
The city received a $500,000 grant in order to help pay for the cost of the project.
Because the bid amounts “considerably greater” than what the city anticipated, Marshall recommended councilors accept the bids, which simply acknowledges they were received, and then ask the Downtown Revitalization Committee to reevaluate the project.
Once the committee has time to review the bids and the project, it provide recommendations to the council on how to proceed at a future date.
Marshall also noted that the city was looking at splitting the project into two phases with a portion of the work to be completed in the fall and the remainder to be finished in the spring. However, he pointed out that delaying the start of the project and seeking more bids in the spring may encourage additional companies to express an interest in the project. He noted one of the challenges of bidding a project during the summer is that many of the businesses are busy with other projects.
Councilors voted 3-0 to accept the bids as presented with Councilors Mike Hurley and Eric Sanders absent.

Ron Harriman, economic consultant, Sebago Technic Engineering and City Planner-Wayne Marshall, all on the tax payers payroll. Tying us into the 500k grant with a match requirement and corruptly under estimating the tax payers tab to secure approval for acceptance of the grant. Again, Marshall is "gravely" at the podium, like almost EVERY one of his loop hole riddled planning projects. Stating that the original bait cast by these con artists would cost us "100k plus or minus" for the "greater connectivity" City Hall want. Right there- when Council approved the acceptance of the grant, the motion must include matching requirement cannot exceed 100k. The corruptly do not do that. Knowing the scheme, the submitted estimate match is never true. 100k is not even in that realm. They all knew it then.
Per Maine Municipal Association, basic infrastructure for the residents is automatic. Belfast Director of Public Works, Bob Richards state 3 months ago in the budget hearings, that the City was over 1 million dollars in neglect to just the UPKEEP of the roads. Wayne Marshall admitting over and over again that resident drainage is a disaster.
Get the project underway and then slam us. SOS- from 100k to a minimum of 1 million.
Even the bids are not actual. Always a fore seen "unforeseen" behind the scene to award the lowest bid and slam us again, again and again. City Council approving all the spending, all the committee's, all the Kings horses and all the Kings men that are slaughtering the residents basic rights and safety. Mayor Ash slams down his gavel, not even allowing me 3 minutes to speak at open to the public where every other speaker is not timed. I have proved the corruption again and again, put myself out there to make everyone aware and react.
This meeting was dangerous for me. Mayor Ash was looking to the Chief of Police to
take me out. JB Turner and the owners of Front Street Shipyard were there. They have seen this again and again. JB and I were at the same meeting where he was pitching the purchase of land for the future Front Street Shipyard in November 2011. The contrast is sickening. How they sit next to me silent as I beg to save Seaview Terrace is beyond me.
Mayor Ash refuses to allow me a few minutes to finish the proving of the corrupt City slaughter to Seaview Terrace. I am begging him, he tells me basically, he is sick of hearing it, wants something new. I respond, like what- when Seaview Terrace is under water, B**** G****** house is gone, maybe dead? Chief McFadden tells his new officer to follow me out. Right, like I am the danger. I come back into the meeting and wait for the 2nd open to the public to finish pleading to save us and stop the corruption.
Because I am a single Mom, who won difficult contested relocation, the danger the
City and others further imposes on us is beyond maniacal. The local real estate agents were the vultures fully aware of our battered situation to relocate to safety and privacy. They led us to slaughter, did not disclose the water, (previous and later Seaview Terrace listings disclose stream- the Maine Real Estate Commission and Mary refuse to provide those listings- not public- Commission corruptly dismissed complaint just like DEP/Aho). Property Inspector DJ Brown recommended by real estate agents, inspected in Spring- did
not report stream/brook/ditch with water running through it and un-stabilized banking. Agents did not advise of flood zone. I would have refused this property and they knew it. I was paying cash and they nailed me. Counting on my situation to stay under cover and
succumb to more abuse.
What they can't understand is that I will not succumb, even if it kills me. Stress kills. Water kills. White Collar Terrorism with City Attorney and Law Enforcement Support. I will never give up. My kids will have the recorded City Hall meetings and my blogs. I stood. I spoke. Until.

Big projects are on the agenda and residents must be ahead of their corruption. Prime example was the attempt to rezone Seaview Terrace into the new zone of Healthcare and Housing R3. I was on it, found they violated Maine State Law for Comprehensive Planning and stopped it before the passed it. That is the key- before. After is too late. The City Attorney will break your bank and we pay them to do it.
The schools, the airport, housing developments, rail trail, downtown wants, etc. all pending corruption and bankruptcy. Independent committee's will hold them accountable and honest. Splintering residents is their forte. All have been watching the splintering of me. I have a masters degree with their tactics. Past committee members must have one too. Planning, code, engineering, legal, accounting, residents with expertise would be helpful. All residents and students are wanted.
Moral Mondays can save Belfast and Maine. Article after article on corrupt town after corrupt town. People in rural states have a great advantage- they can make a lot of noise and get attention. I have been contacted by several residents in other towns. The posts in the Bangor Daily News are filled with disgusted residents.

Dear Marina and Mayor Ash,
I went down to City Hall to get the map that Mr. Slocum left for me. He assured me that he knew exactly which map I wanted. I thoroughly explained the flood zone map that was 1 of several flood zone maps on the wall that Mr. Marshall showed me. He traced the visible channels where the City was diverting stormwater to Seaview Terrace. Many were on the other side of Rte 1. He began to show me one map and the wall and than said this one showed the channels better. I have requested a copy of that map since May and from Mr. Marshall over and over, and after months, was sent the general flood zone map, which is the same map that Mr. Slocum left for me.
I went up to City Planner office with Jennika, and sure enough, the maps have been replaced. There were maps on a hanger that I requested to see. Todd would not let me see them and said he was instructed not to help me.
I am advising the City Council to come and see the "ravine" that was once a 2-3ft wide stream. Mr. Slocum's inspection in email is clearly and visibly a bullying tactic. He and Mr. Marshall have gone too far. This can be resolved and repaired by the City. The City storm water that is being diverted through that culvert on the top of Seaview must be rerouted to City maintained ditches. The ravine can be restored properly and quickly with the City's heavy equipment. Another would be to authorize the construction outfit that will begin the extension of the annex. Mike Hogan said construction would begin towards the end of August. They could come right through the woods that are part of the Mental Health and dump all eh DEP required materials to shore up and replace lost land properly. The Mental Health should authorize access because of severe erosion on their side as well, especially exposing the root system of a huge tree that will fall into my yard.
Please have all members come and maybe even the City Planning Board before I am forced to take drastic measures that will hurt the reputation of the City of Belfast. I do not want to hurt anyone or all the hard work so many have done in promoting and improving Belfast. I want to be active in the community and want to move past this gross treatment. This will be resolved privately or publicly. I have cleared away the brush so that you can easily walk through and easily see the destruction. When I showed each of you the stream, you were not able to come down into the stream and growth was not allowing for you to get a good visual of all the erosion. It's clear and alarming. 12/6/11 City Hall Meeting- I speak publicly ff to 28 minutes - 45 minutes in- I'm new to speaking and stumbling but effective- @41 minutes I'm free wheeling for the last 5 minutes. 11/11/11- Hello all: I know Ms. Allen has reached out to various councilors personally. I think the potential for divisive miscommunications is very high with her. I hope we’ll agree on one contact person as she could easily take this to a lawyer . We need to speak with one voice. If we have different perspectives we should talk about it and think about insuring a unified understanding of her problem and complaints and situation and have a unified response for her. The Council members and I understand that you may wish to again address the Council on the drainage concerns at your property, which is the same topic that they have heard you speak about on several prior occasions.
As explained in the letter from City Attorney William Kelly of December 27,2011, the City's position is that the City did not cause, nor is it responsible for, your stream problems, and that the City is prohibited by law from allocating public resources to resolve a private citizen's private drainage issues that have been in existence for decades.
The "Open to the Public" portion of the City Council Agenda provides an opportunity for citizens to express their views on new or unresolved issues. It is not designed to provide a forum for an individual to repeatedly disagree with a legal position adopted by the Council. Council meetings are frequently long and meeting time is limited. The Council has heard you, they have all discussed the matter with me and the City Attorney, and there is nothing left for us to do but respectfully agree to disagree. The Council and I invite you to have your attorney or advisors discuss the matter with the City Attorney, if you can find any evidence that contradicts the findings he made in his letter of December 27,2011, which mirror factual findings reached in an investigation of the same issues in 1987. However, absent new facts that demonstrate City responsibility for your private drainage issues, it is respectfully requested that you please consider that it is appropriate that Council meeting time be occupied with new matters from and for other citizens of the City, and other pending matters.
You should be aware that this letter has been circulated to the Mayor and Council members and the City Attorney to ensure agreements to its contents. We all respect your frustration with the Council's findings, but we do not believe there is any relief available from the City to address the drainage issues within your property. Please consider that this decision is not particular to you, but is a matter of common policy in most municipalities in Maine.

I posted just one of her responses. I'll mention the corrupt investigation dismissal done by DEP Commissioner Aho, with the wetland site of Captain Albert Stevens School. Rose Smith, the executive secretary for the then AG dismissed and sent me back to Aho. Corruption Caravan- and stupid ones too. So easy to catch them, the trick is to hold them to it and finish. No bartering with terrorists- no bartering with corruption. Has to be clean sweep- one office at a time. Each one will get easier and Swiffer, I mean swifter. Clean is Queen.

(Below is from Belfast Chief of Police Mike McFadden to me on 1/14/13.. He had easy access to the zoning conditions I have NEVER been able to get. City Manager Joe Slocum throws the Chief under the bus, giving a school maintenance plan as reason to allow snow piling slaughter to us.)Mess of mess- request for 7 zoning conditions for snow removal- why doesn't Council ask for those documents and validate. Certainly a GREAT way to stop this charade. No, better to beat on me and with hold. A disgrace to your parents and those of you with children. Here is the Chief confirming Code and Zoning allowing violations of stock piling snow, many more sites as well, all melting to us and wiping us out year after year as City Hall blames mother nature while scratching their....
I did some research, first the Zoning Conditions of Approval document indicates that the CASS school is responsible for snow removal. Any potential violations of this document would be a zoning issue handled by the board or by the code enforcement office. We as Police would have no authority over this issue unless a state law or local ordinance was violated. There are no state laws or ordinances enforceable by the Police Department which would prohibit the school from removing snow from the parking lots or events/sporting fields in the manner in which they are currently doing it.
(I took pictures at 2 separate times, 9 months apart- links below -enormous impervious ground at sites- slaughter to Seaview)
Me- Here is the actual conditions of approval that must be met and presented to the Planning Board. I witnessed Planning Member, Diane Beck question Mike Hogan, architect for the proposed Waldo County General Hospital Annex addition behind my house. Diane confirmed with Mike that "Plowable" snow would be removed off site. Knowing Belfast lets businesses violate conditions that will hurt the resident. That is why I was there- making sure they would not hurt my property. BIG FAT SCAM. All this takes place, approvals based on words and documents that will be protected in the Planning vault, the residents are assured . I detected evasiveness and Wayne Marshall's heavy hand in controlling the site visit that came about because of my concerns. Yet Wayne orders the resident cannot speak during the site visit. WHAT THE HELL IS THAT? That is corruption. Mike Hogan played his part, directing the group away from the illegal paths of storm water.
Now I see Diane was verbally stating the snow removal off site and physically walking to the approved exit path of the storm water into the "stream" section behind 5 Seaview Terrace, owned by MidCoast Mental Health, for my benefit. And sure enough, 6 months later, the building is up, conditions for snow removal violated, like all the others slaughtering Seaview Terrace and the storm water is not exiting behind 5 Seaview Terrace- it is exiting into my property. Eroding the opposing root system for an enormous tree- soon to topple because of that illegal path and the volume. It comes from Wight Street and probably the town houses and the prior Seaport Health site. Evil. The City Park drainage path is right there- but the force it over to Seaview Terrace. Incredibly evil. All doors slam shut- City Attorney baiting a lawsuit to every abused resident that stands up.
And here the entry into my property, merging with the rapids from the runoff forced into the top of Seaview Terrace taken 11/27/2013. Dry prior and after 2 inches of rain in 2 hours. You can see the annex building in the back to the right. This path was never revealed. To the left is a 30-40 ft high? huge tree, 4 foot high in erosion and root exposure- the base dangling- a crevice underneath. Below is a picture of the root exposure taken in 8/2011- it is much worse now. Hogan knew it well, steering us away from this area during the site visit in August. It was dry but I would have detected the ditch if I didn't get detoured. I saw Hogan a while ago- I asked him how he could do this to me, what was in it for him? No response. The guilt is his to live with. No thanks, I can't handle guilt. I beat myself up until I deal with it. I deal with it immediately.
Below are the conditions that I got from the City Website in 2012. I filed complaints with BPD, they witnessed the piling, specifically Officer Ward. I included the responsibility of the City to divert all water from flood plains, especially FLOOD ZONE A- Seaview Terrace is a flood plain, and the realtors did not disclose that, the stream or that my property is in a flood zone A. I paid cash, my number one concern written and verbally repeated, "No streams or water issues" They sold me the worst water issued property in town. Known by ALL the players.
At this site inspection for the Annex, where I was forbidden from speaking (I was new to the area and quite battered- I was trying to get on my feet. I obeyed the rules. BIG MISTAKE) Roger Pickering was the Chair and Russel Barber an associate planning board member. I am standing right there, my house is visible- they all know that is my home, I was the reason for the site visit. Russel points to my property and tells Roger - How would you like to own that property? Roger shakes his head no and Russel is laughing. I was sick, they were sending me under. Four years later, I have uncovered total illegal slaughter and have dedicated my time and life to public awareness. The reception has been difficult- it always is when those you trust are proven scum. You still don't want to believe it, perhaps you don't want to get involved, want to protect your image, you have skeletons to protect or were manipulated into their web of corruption. Fearing retribution.
Never Fear- I am the buffer. I put all my skeletons out there- many players know my family from Bayside/Northport unleashed summers since 1969 and then some. They have nothing on me and I am a free agent against their corruption. I have only exposed the corruption I have witnessed and have proved. The forsaken ground of Wall Code is caving in. Nation wide they are forcing people to stand. It is more difficult for the ethical not to stand, the guilt eats you. Those on the fence will quickly support the true and never go back. The freedom not to fear is euphoric, causing me to explode in dance. Like last night at the Belfast Street Party. Dancing with myself, oh,oh oh oh.... and then the proof that we can all come together- dancing with Breanna Bebb, director of Downtown I mean Our Town Belfast. It was fabulous. Mayor Ash twirling his wife, all the people, the residents that are Belfast, enjoying the simple and pure- Don Nickerson and Country Mist. That's all we need. We have enough. Stop SPENDING and fix the leaks and needs of residents and students. Moral Mondays Can Do. And we can dance, please, lets do. Come to the City Park Pavilion with issues, assistance, information, anything you want to bring- most improtant bring yourself. The first step is the hardest, then you are home free. We carry each other.
Drainage. Adequate provision shall be made for stormwater, with particular concern for the effects of any effluent draining from the site. Erosion resulting from any improvements on the site shall be prevented by landscaping or other means (see sections 102-1123 and 102-1124 and chapter 98).
j.Snow removal. The plan shall provide for storage of snow accumulation or removal from the site.
Floodplain and floodprone area mean any land area susceptible to being inundated by water from any source (see definition of "flood" and "flooding").
Floodplain management means the operation of an overall program of corrective and preventive measures for reducing flood damage, including but not limited to emergency preparedness plans, flood control works, and floodplain management regulations.
Floodplain management regulations means zoning ordinances, subdivision regulations, building codes, health regulations, special purpose ordinances, such as a floodplain ordinance, grading ordinance, and erosion control ordinance, and other applications of police power. The term describes such state or local regulations, or any combination thereof, which provide standards for the purpose of flood damage prevention and reduction.

NOTE THAT THE CHIEF OF POLICE WAS ABLE TO VIEW THE ZONING CONDITIONS FOR THE CAPT. ALBERT STEVENS SCHOOL, ie CASS, that have been with held from me for 2 years now. Claiming they gave them to me but I am too stupid to know how to read. I have in writing, Chief McFadden confirming that CASS is to remove plowed snow offsite. I was witness to the same conditions for the Annex at the site meeting ordered because of my concerns of runoff to my property. Planning member Diane Allmyer Beck confirmed that plowed snow at the Annex would be removed offsite. To boot, the Annex has an unapproved sneaky path that drains enormous amounts to my property from them and Wight Street. Seaview Terrace gets nailed by all three sides- we are private property- flood zone, flood plain, not a natural outlet, no rights of ways, no easements. They slaughter us and endanger us every day.

On Sunday, December 15, you sent me an email and also left me a voice mail message on the Department's phone regarding how Waldo County General Hospital is managing snow plowing/removal at their two office buildings on the Annex property. You stated that you believe how they are plowing/managing snow removal is in violation of City Ordinances and the Planning Board's approval of the project.
I have reviewed the Conditions of Approval established by the Belfast Planning Board in both 2009 and 2011 for the two office buildings the Hospital constructed on the Annex property. Condition 19 for the 2009 approval and Condition 20 for the 2011 approval, copy attached, address snow removal. It is our opinion that how the Hospital is currently plowing/managing snow removal fully complies with the above Conditions of Approval. We have inspected the property and found that the Hospital is plowing snow from the parking lots and is storing such in the snow storage areas identified on the approved plan. The Hospital is only required to remove snow from the property if the amount of snow stored in the storage areas becomes excessive, the amount of stored snow results in the loss of too many parking places, or the amount of stored snow impacts visibility for those trying to access or leave the site..
Further, there is no State law or City Ordinance that prohibits a property owner, a public agency or other party from plowing and storing snow on their property.
We thank you for your concern, but it is our opinion that the method the Hospital is using to manage snow removal complies with requirements stipulated by the Belfast Planning Board and that there are no violations of State law or City Ordinances.

I believe I have concluded my review of the document search you asked me to make as the freedom of information request on October 21, 2013. This review has taken longer than I expected and I note that many if not all of these files have been made available to you in the past. On October 24, 2013 I sent an e-mail to City Assessor Bob Whitely(as well as to all other Department heads) asking them if they had any documents in their possession related to your multiple request. I have received nothing from him so I assume that he has nothing in relationship to your request. Unfortunately as you may know, Bob has had a series of medical problems or the last year which included his inability to be at work any day last two weeks when I wanted to follow up with him. I have no idea when he will return. I will follow up with him when he does.
I have full files and the aerial maps for your inspection. Our records are not perfect.
I acknowledge your request to meet with specific people to review these documents. I’m denying that request. The freedom of information law does not let you decide who you will accept as a monitor during your document inspection.
As for verification I can say that I personally spent more than 19 hours collecting records reviewing them for content that related to your request and summarizing that effort in this response. I ask that you schedule an appointment to review these records with Manda in my office at a mutually workable time. Her number is 338-3370 ext 10.
As a further courtesy to your request made at the Council meeting of November 19, 2013, I have personally attempted to do my best to make copies of what I understand you are looking for in advance of your inspection these documents. I expect you to pay for these copies at the reduced rate of $.15 per copy.
I have not gone through the expense of duplicating any of the large architect and engineering plans but I will be happy to do so when you identify which sheets you want and provided us with the funds to have them copied at cost at County Copy.
Here is my response to your request. I hope it is helpful.(Right)
1. I have been unable to locate any offsite drainage study relating to the Captain Albert C. Stevens School. To the best of my knowledge the study was never done as referenced in the conditions of approval (condition number 11.3) dated November 20, 2002 and again on January 15, 2003.
That condition mentions the possibility that the study may not be done. (Right) .The applicant was not in violation of their permit as they paid the $5,000. This was also spelled out in the letter of November 4, 2002 from City Planner Wayne Marshall to Paul Latrelle and again in a follow-up letter of June 5, 2003. I made copies made for you as requested.
(Me- below is huge- the demolition of the school was crucial to drainage in these huge wetland site. A huge ground absorbing athletic field was a condition used that gave approval for preliminary plans to the final approved plan. This was corruptly and surely never going to be demolished. Another GD foreseen "Unforeseen" Catch us if you can.)
2. The original approval for the construction of the Captain Albert Stevens School called for the elimination of the Robertson school ( Condition #1) and is shown as being demolished on all Plans we have at the time the application was approved. That was in November of 2002. It was not until March of 2006 ( see letter of Mitch Brown) when the School District requested that the City amend the original approval to allow MSAD #34 to keep the building and lease it to Sweetzer. There is a Memo dated April 21, 2006 from Wayne Marshall to the Planning Board that explains this. There is also copied for you the Conditions of Approval from the Planning Board authorizing the Robertson School to stay on the property and be remodeled. The Robertson School file had a large volume of drainage analysis in it for your review. I do not know whether that additional drainage review had anything to do with the fact that I do not believe that the original drainage study mentioned in the 2002 Conditions was ever done.
There are Site Plans dated 5/19/06 in the Robertson School files for you to inspect that show the Robertson school not being demolished.
3. I cannot find, nor am I able to identify any letter from a licensed engineer or reports from the City Engineer that all storm water work was done as represented. (Me- because it would be documented disaster, immediate corrections would be mandated) However I have been able to locate a copy of the” as built” plan which shows this construction. I will make an attempt to get this letter from the engineers who designed and oversaw the construction of this work. (Never got this stupid non-binding letter)
(This is my original request I am pasting here for clarity of Slocum's refusal to provide public zoning conditions. Instead accumulating files and files to torture me again. They have done this for every simple request for simple public documents held in Planning.Chief McFadden had no problem accessing CASS and then stopped helping me. J. -I still have not found a file on the National Guard Armory, Maine Maritime Products nor Larabee’s Plumbing and Heating. We may in fact have no such files. Many people over many years managed these files and what we have is what we kept. There are some pre 1980 files in storage and I have not gone back and through them to see if these properties are there. Those records were kept by date rather than address so it would talk a long time to go through them.
5. I’m also still looking for files on Prays Homes of Route 1, and the McLeod Trailer park at lower Congress Street.
6. I have done my best to locate in these files the Zoning Conditions of Approval if they exist, for the files we do have. I have made you copies of:
a. The approval of the Elderly Housing ( The Birches) dated December 21, 1987.
b. The DEP approval and conditions for the LeGore Subdivision March 12, 1991
c. Community Housing of Maine December 18, 1999
d. Volunteers of America March 14, 2001
e. The Cass School Conditions Plus the Cass School Maintenance plan which calls for snow to be kept on site. (Me again- here is where Slocum throws the Chief under the bus. The Chief confirmed and saw the true zoning conditions that CASS is to remove plowed snow. That site is ENORMOUS and drainage corrupt. Bypassing 2 million dollar improvements that were done and sending it through to the watershed residents at many illegal exits-documented (will post link to pictures later)
f. Conditions of Approval Waldo County General Hospital Annex
7. I have also located the aerial photographs you request clearly showing the stream before Seaview Terrace was built and Photos of it after it was built.
A. I have three photographs dated May 15, 1939 showing the stream that runs through your neighborhood and out through City Park. Your neighborhood was not constructed at the time these photographs were taken but the stream is clearly visible.
B. I have a small and a big blowup of a photograph from May 9, 1956 also showing the stream running through your neighborhood
C. I have a photograph from May 14, 1966 showing the stream running through your neighborhood in relationship to the construction of the bypass
D. I have 5 photographs from Nancy in Assessing from October 27, 1976 also showing the houses on your street and the stream and the by pass.
E. I have a newer photograph dated May 5, 1997 showing the stream and its proximity to your house and your neighbors houses at that time.
Your request also included a request to have your assessment changed. Nancy in Assessment advises me that the Assessor has looked into that request and denied it.
This concludes my response. Please let Manda know when you are ready to review these files and pay for these copies.

I am taking your concern seriously but unfortunately it is not the only concern that I have to address right now. I am taking the liberty of sharing this email with Belfast City Council.
You have raise multiple concerns and it is very clear that you are extremely focused and upset by both the erosion situation itself as well as the treatment you feel that you have had at the hands of the City in responding to your concerns. Your letter today is indicative of your anxiety and expectation of immediate need for answers which is not consistent with what I said to you on Tuesday. I advised you that I was going to look into this and that it would take some time. I told you that I would attempt to summarize your concerns in the next day or so. That is -I was going to make sure I had a complete list of your questions and concerns. I never said I would resolve all of your issues in a day and a half. I said I would get back to you and I am sorry if 48 hours is worse for you than 36 hours.
Here is where I am on your issues:
1. The Culvert under the road which brings the stream from one side of the road was simply installed to allow the road to go over the stream.
4. I am working on getting you a copy of the framed map in the Planning Office that you have asked for which shows this and other protected streams. I may have to have it professionally reproduced and I will do that at City expense and get it to you as soon as I reasonably can but that could take some time- I do not know at this point. In the meantime the copy we have is not going anywhere and I can give you access to it at any time until you get your own copy.
6. You told me that all the houses on your street have water issues, This tells me that the ground water is close to the surface so when it rains there is more surface water to address because less can be absorbed. I would expect both groundwater and surface water to work their way into this stream.
8. Where to from here? Speak with Bob Richards, identify any records we have that you want a copy of and get them to you. Identify anything I can which leads me to agree with your assessment. Presently I am unable to do this and if that is where my review concludes then I will not support the City doing remediation on any private property for harm or damage that we did not cause. I want to speak with the State DEP. They called me likely at your suggestion but I have not had a chance to speak with them yet. I welcome their inspection, input and perspective.
9. Seaview Terrace is a City road and I need to find out how wide our right of way is.The City does have the right to shed water away from its roads to protect them from the kind of damage we saw Tuesday. I may also call the City Attorney to secure his advice.
10. I did not plan on taking any pictures of your stream or your erosion but I am thinking that now that would be a good idea so that we can have a good record of the extent of your concern. I will call and find out when there is a time that will work for you. I am not going to send Ned Lightner based upon what I saw with my own eyes and what a regular camera will readily confirm.
If you need an answer today as to whether the City will pay or fix the erosion in the back of your yard then my answer would be "No" for all the reasons recited above. If you are willing to be a little more patient then I will continue to investigate for any City activity which makes us liable for you damage.
I will talk to Wayne Marshall about some site visit that he had previously scheduled and perhaps we can make that happen in the next few business days to clear up as much as we can. Next Wednesday I have to attend a family emergency in another state where I plan to stay for a week. After that I have a training conference when I get back. If we can't conclude this matter by Tuesday I will be unable to get back to it until the 29th.

Current pavement width in front of my house was 15 ft prior to water line dig up. Water lines and sewage lines are on my half of the road. Opposing side would be the only side for under road storm sewer drainage or your proposed ditching destruction. There are ponds roadside.
3. What is the plan for the turn around? Currently there is none. It appears the private property of 49 Seaview Terrace allows traffic to use their property for turn around. It also appears that the City snow plows that private property and perhaps provides more illegal City maintenance.
4. Please respond before 8/2. There is a City Council meeting this Tuesday, 8/5 and I think it is starting one hour earlier than usual- 6 pm. When will the regular meeting leading into open to the public begin?

All the collars, committee's Our (down) Towm Belfast, Chamber of Commerce, the squeeze turning to choke and drown. With development comes more water. TO ALL OF US IN THEIR PATH. Dr. Morrow was quick to spend for experts to protect her basic rights. Mayor Ash references my fight saying it should never have happened...Council is nervous and must clean house of the corrupt.
Todd Rosenberg, Code Enforcement Officer at podium. Pushing for consent. 358 High St, in foreclosure and must meet zoning violation (Todd working 18 months to clear). Realtor, Michael Cunning pushing for closing within weeks. Abutting neighbor, Dr. Morrow at 360 High St., was finally given plans to correct zoning violation just 5 days ago that have been underway for 18 months. Where 2 paths of stormwater converge from both properties is where seller is putting a driveway that will flood Dr. Morrow's property and parking for her patients. Todd coldly states that approval is not required for the driveway. Total dismissal for cause and effect to flooding a neighbor with stormwater that is illegal. Corrupt tactics to pressure Council approval to meet closing date just weeks away. Todd supporting immediate closing because it would be of inconvenience to delay. Note in the background, the defiant stance of City Planner-Wayne Marshall, Realtor-Michael Cunning, Seller attorney from Portland, in a huddle, smirking, cementing their alliance against Dr. Morrow. If Dr. Morrow did not scramble to get Camden attorney, Paul Gibbons and Engineer- Bill Lane to get this matter immediately on an agenda, the driveway would be put down immediately with the alliance Wall of Marshall and his posse assuming the stance, legs parted, arms crossed, smirking in confidence at crushing another resident from absolute decades of incompetent Planning where they just keep passing the torch. Never to correct just keep adding to it. Each year, devastating more residents and the cost to correct would ruin there reckless spending on their monopoly game "visions". At the 11/7/12 City Hall meeting, Dr. Morrow of High St. had to hire an attorney and engineer to try and stop storm water flooding. Code Officer Todd Rosenberg is clearly callous towards Dr. Morrow's concerns. Council is visibly on alarm due to my 2 year battle for storm water relief against corrupt Planning. Here again, is a realtor, Michael Cunning pressing for the sale, admitting the difficulty to move this property because of PLANNING mistakes from 7 years ago. Realtors should unite and fight Planning, not residents.Wayne Marshall has been City Planner since approx. 1999. Resident Stormwater Nightmare especially for the low income, needing every dollar for her family, forced to shell out thousands and being beat daily by officials with her tax dollars.. The seller, Ms. Kennedy has brought a Portland Attorney to the meeting.
Council Roger Lee telling Dr. Morrow's attorney that he has 8 days to get a report to convince him of flooding otherwise he will side with Todd and Planning. That's the scam, to appeal after a decision is a calculated ploy to spiritually and financially break you.Mike Hurley playing both sides of the fence, confirming the flooding. I was baited with hope when Mike said it is City Council's problem to fix the stormwater devastating Seaview Terrace. But then, he hopped the fence, slandered me and has sent my life into a tail spin of horror.
They cannot be trusted as evidenced by Attorney's hired for Planning's unethical and scummy tactics. Todd Rosenberg, Code Enforcement Officer has been working to unload the Kennedy property for 16 months?? of tax payer dollars because of Planning error 7 years ago?? Claiming to be experts in storm water flow and destruction. Experts at manipulating code/ordinance to flood residents and use our tax dollars for economic development and the "chosen".
Wayne Marshall admits that at everyone of his projects, residents come out in force against his calculating path of destructive storm water flow to residents. And Wayne laughs about it, members of the planning board make jokes about it, Joe Slocum fully aware that public documents and information are hidden, with held, he even tells they do not exist. However when uncovered, time and time again, he says his system is a mess. He says it is a serious offense to corrupt these documents and that's it. Council does not investigate but instead gives him praise, raise and extends his contract. Then Slocum further avoids resident sewer infrastructure responsibility by blaming it on hills and that's just the way it is, just like his refusal of providing public documents, lying to me through smokescreen words of opinions and beliefs.
As if the storm water forced to us is of great mystery and force of nature. Please, insulting intelligence at the lowest level. Seaview Terrace is close to flat and Planning has taken the flow from miles around and forced it to us. Hurley defending Slocum and Marshall as pinata's against me. Hurley proclaims the truth I have painfully tracked for 8 months against the Wall of City Hall, is insulting and therefore will continue to slaughter Seaview Terrace. Victims of City Corruption are not allowed to demand justice and accountability. They force you to hire an attorney against the City and engage in an unending waste of tax dollars in their scheme that you will be financially devastated and buried with legal loophole tactics and foot dragging.

The first 18 minutes are business after business crying Johnny Poormouth, unknowingly sucking up our tax dollars as Seaview Terrace perishes. They are led by our business director, Thomas Kittredge. I am sorry for all of you too. Community is respect to residents, business, and pets. This corruption and bias is foul and spiraling. Kittredge or his boss or bosses orchestrated this ballet and boy is it back firing. Kittredge is doing his job as dictated by the corrupt. I am sorry for him too. Malfeasance in office, or official misconduct, is the commission of an unlawful act, done in an official capacity, which affects the performance of official duties.
The court then went on to use yet another definition, "malfeasance is the doing of an act which an officer had no legal right to do at all and that when an officer, through ignorance, inattention, or malice, does that which they have no legal right to do at all, or acts without any authority whatsoever, or exceeds, ignores, or abuses their powers, they are guilty of malfeasance."
Batgirl hits Gotham. City Wall Hall and Council are forcing Belfast Boycotts as they steam roll residents. Using tax dollars to pay for an Economic Director salary to write grants for private businesses, wine and dine and steal from residents. Council socked taxpayers with a 14k developer drainage fee that is in violation of plan ordinance. Residents can't get drainage but we'll pay for the developers that drown us.
